Project: 190092
The Special Initiative (SI) on “Decent Work for a Just Transition” (Sonderinitiative Gute Beschäftigung für sozial gerechten Wandel) (formerly “Training and Job Creation”(Sonderinitiative Ausbildung und Beschäftigung) is an initiative of the German government in response to youth unemployment challenges in Africa. Its goal is to create jobs for young people by promoting sustainable investment and private sector development. The initiative\ntherefore aims at achieving these objectives by building partnerships with private firms, business development support institutions, associations and chambers, the civil society, the academia and international organizations.\nThe independent terminal evaluation will assess the project to help UNIDO improve performance and results of ongoing and future programmes and projects. It will cover the whole duration of the project from its starting date in December 2019 to the actual completion date on 31 December 2023.

To address the low economic inclusion of women and youth, in November 2016, the Ministry of Industry, Trade and Supply (MITS) of Jordan requested UNIDO’s support to increase the country’s small and medium-sized enterprises’ competitiveness in order to boost job creation, particularly for youth and women. Previously, in July 2016, the MITS had requested UNIDO’s technical assistance to build Jordan’s institutional capacities in terms of Strategic Industrial Intelligence. In agreement with the MITS and considering their complementarity, both requests were integrated into the project that will be assessed under these evaluation terms of reference.
